The Vision of Land Use Transition in Europe will provide an interdisciplinary scientific basis for informing land and resource management policies and decisions. It will achieve this by developing knowledge of agricultural systems science and using this knowledge to develop a roadmap for future land resource management in Europe, and will develop new methods and integrated models to analyze human environment interactions, feedbacks in land-use systems, hot spots for land use transitions and identify critical thresholds in land dynamics. The roadmap will bring together this scientific basis with the main actors in research, politics, the economy and NGOs and will, in the coming years, constitute an important European scientific briefing aimed at promoting multifunctional and sustainable modes of change of the earth system. Normally, the title to the land remains in the hands of the authority which, through the contract, gives the private partner the legal right to use the land for the construction and management of infrastructure assets (for example. B, a lease or a concession). As a general rule, the Authority is the only party entitled to expropriate the land of existing landowners, although in some countries this power may be delegated to the private partner (which gives it the title of beneficiary of the expropriation). This is because the private partner normally installs significant contingencies to cover the risk of higher costs, including uncertainty about how long it will take for the land to be available for construction.

An ILUC document has also been drafted. As part of the debate on indirect changes in land use for biofuels, the European Biofuels Platform believes that the EU has the opportunity to signal its support for policies that further improve the use of advanced biofuels.
